An inorganic aqueous solution for use in a phase-change heat transfer device comprises an aqueous solution of potassium permanganate (KMnO), potassium dichromate (KCrO), chromium trioxide (CrO), silver chromate (AgCrO), strontium hydroxide (Sr(OH)), calcium hydroxide (Ca(OH)), magnesium hydroxide (Mg(OH)) and sodium hydroxide (NaOH). 1. An inorganic aqueous solution for use in a phase-change heat transfer device , the inorganic aqueous solution comprising:a strong oxidizer ion;a passivation component;a coating ion;an electron balancing component; andwater.2. The inorganic aqueous solution of claim 1 , wherein the strong oxidizer ion is a permanganate ion or a chromate ion.3. The inorganic aqueous solution of claim 1 , wherein the passivation component is a silver ion claim 1 , a gold ion or a platinum ion.4. The inorganic aqueous solution of claim 1 , wherein the passivation component is a silver ion.5. The inorganic aqueous solution of claim 1 , wherein the electron balancing component comprises hydroxide ions.6. The inorganic aqueous solution of claim 1 , wherein the coating ion is selected from the group consisting of calcium ions claim 1 , magnesium ions claim 1 , sodium ions claim 1 , strontium ions claim 1 , and mixtures thereof.7. An inorganic aqueous solution for use in a phase-change heat transfer device claim 1 , the inorganic aqueous solution comprising:{'sub': '4', 'potassium permanganate (KMnO);'}{'sub': 2', '2', '7, 'potassium dichromate (KCrO);'}{'sub': '3', 'chromium trioxide (CrO);'}{'sub': 2', '4, 'silver chromate (AgCrO);'}{'sub': '2', 'strontium hydroxide (Sr(OH));'}{'sub': '2', 'calcium hydroxide (Ca(OH));'}{'sub': '2', 'magnesium hydroxide (Mg(OH));'}sodium hydroxide (NaOH); andwater.8. The inorganic aqueous solution of claim 7 , further comprising boric acid (HBO).9. The inorganic aqueous solution of claim 7 , further comprising an alcohol.10.
