According to the present invention, a tubing-type sound collecting pipe is attached to the outside of a water pipe of a system for frost protection using electric hot wire. In the present invention, a multi-sensor has a temperature sensor, a noise sensor, a geomagnetic sensor for detecting a change of a magnetic field, and an acceleration sensor for detecting vibration in the tubing-type sound collecting tube. The combination of the multi-sensor is used to detect a flow of water and to control operation of the hot wire, thereby saving electric heat energy cost of the entire water pipe. A conventional freezing prevention system using the electric hot wire is the method for sensing the flow of the water and minimizing the operation of the electric hot wire.
