The method comprises the following steps: (1) preparing modified activated carbon; (2) mixing the modified activated carbon into the soil; (3) water management; (4) strengthening field management; (5) harvesting. The modified activated carbon is mixed into soil at the root of sugarcane during sugarcane planting and sugarcane elongation, meanwhile, potassium nitrate and ammonium nitrate solutions are continuously applied in the water management process, the effect of slowly releasing nitrate is achieved, the nitrate is prevented from rapidly flowing into a water body, on one hand, growth of xanthomonas albilineans is inhibited, and therefore sugarcane xanthomonas albilineans is effectively prevented and treated; on the other hand, rich nutritional ingredients are provided for the sugarcane, and the yield and quality of the sugarcane can be improved.
