The foam concrete thermal-insulation building block comprises the following constituents in percentage by weight: 68-72% of cement, 21-26% of fly ash, 1-3% of lime powder, 1.5-3% of rigid calcium, 2-3% of a quick-drying agent, 1-2% of an accelerator, 2-2.5% of hydrogen peroxide and the balance of water.
