A stair tread/riser unit (14) comprises an elongate tread (15) having an integral down-turned riser (18) along the forward edge (16) thereof. The rearward edge (17) of the tread has a down-turned flange (20) with three vertical slots (21) and spaced holes (19) are formed adjacent the lower edge of the riser member (18). Adjacent tread/riser units are assembled with the down-turned flange (20) of one tread engaging the riser (18) of the adjacent unit and are secured together by bolts (22). The slots (21) permit vertical adjustment of the tread members of adjacent units to suit the pitch of the staircase. An axle assembly includes a first and a second electric motor which drive a gearbox assembly substantially therebetween. The electric motors drive the gearbox assembly which drives the vehicle wheels through a first and second axle shaft located along a first axis. An adjustment mechanism for advancing the backing plate (22) and friction material (24) of a disc brake (20) includes an over-torque clutch (44) that provides a positive connection between inner and outer over-torque clutch members (56, 68). In a preferred embodiment, spherical balls (62) are forced into holes (64, 70) in both the inner and outer over-torque clutch members (58, 68) to allow rotation to be transmitted between inner and outer over-torque clutch members (58, 68). If the torque load exceeds a predetermined limit, then the balls (62) move out of holes (64, 70) in at least one of the inner and outer over-torque clutch members (58, 68). The spring force is preferably an axial force applied by a wave spring (58), which forces a washer (60) to bias a plurality of balls (62) into the holes (64, 70).
