The present invention relates to a time-to-digital converter having variable resolution and a device and an apparatus for measuring a distance by using the same. According to an embodiment of the present invention, the time-to-digital converter comprises: a delay line where a plurality of delay cells are connected in a subordinate manner to delay a start signal with a predetermined delay time by receiving the start signal and configured to change the delay time; and a plurality of phase comparison units configured to compare the phase of the start signal delayed by the delay cells with the phase of a stop signal in order to output a digital signal according to a sequential relationship between the delayed start signal and the stop signal.
