The present invention relates to a method for producing a fermented rice mugwort pancake, and to a fermented rice mugwort pancake produced through the same. The method comprises: 1) a first step of soaking fermented non-glutinous rice in water, scattering green tea water to the soaked fermented non-glutinous rice to be mixed, aging the same, and firstly pulverizing the same into powder; 2) a second step of adding steamed mugwort, sugar, and salt to the powder pulverized in the first step to be mixed, secondarily pulverizing the same, aging the same, and thirdly pulverizing the aged mixture; 3) a third step of adding refined water to the mixture thirdly pulverized in the second step to be kneaded, aging the same, and molding the same into a rice pancake; and 4) a fourth step of refrigerating the rice pancake produced in the third step, thawing the same, heating the same, steaming the same, cooling the same, and packing the same.
