According to the present invention, an IZO target consisting of indium oxide and zinc oxide is recycled by selectively using a dry process without a wet dissolution process, and an IZO recycled sputtering target having high density is able to simply be manufactured with high yield. The manufacturing method comprises: (a) a step of heating an IZO waste target to a temperature of 900°C or more; (b) a step of softening a structure of the resultant product by rapid cooling; (c) a step of primarily pulverizing the resultant product; (d) a step of secondarily pulverizing the resultant product; (e) a step of sieving the resultant product; (f) a step of manufacturing a slurry by adding a sintering aid while bead milling the resultant product; (g) a step of manufacturing a spherical powder using the slurry; (h) a step of manufacturing a molded article by molding the spherical powder; and (i) a step of sintering the molded article.
