Presented is a video decoding method for generating a merge candidate list, which includes neighboring blocks referred to in order to predict a motion vector of a current block in a skip mode or a merge mode, determining a basic motion vector from one candidate determined on the basis of merge candidate information from the merge candidate list when a merge motion vector differential is used according to a motion vector determined in the merge candidate list and to merge differential mode information indicating whether the merge motion vector differential is used, determining the motion vector of the current block by using the basic motion vector and the merge motion vector differential having been determined using a distance index of the merge motion vector differential of the current block and a direction index of the merge motion vector differential, and reconstructing the current block by using the motion vector of the current block.
