The present invention relates to an environmentally-friendly low active calcium sulfonate aluminate (CSA) based cement to replace ordinary Portland cement (OPC) by using limestone and industrial byproducts. According to the present invention, clinker, which is a semi-finished product of cement, comprises: 20 to 40 weight percent of cubic CSA; 40 to 60 weight percent of high active belite; and 1 to 15 weight percent of ferrite. The environmentally-friendly low active CSA based cement to replace the OPC is manufactured by sintering a raw material comprising a component of CaO, SiO_2, Al_2O_3, Fe_2O_3, SO_3, and MgO at 1,200 to 1,350°C in a rotary furnace for manufacturing Portland cement. The cement clinker uses, as useful raw materials, waste aluminum slag and dust which could not be recycled due to a low Al content and a high MgO content, thereby providing an effect of reducing the usage of limestone more than the OPC and recycling industrial waste as a useful resource.
