The present invention relates to an apparatus for estimating a frequency offset which is configured to estimate integer part and fractional part frequency offsets in a time area by using a P1 preamble structure in a digital video broadcasting (DTV)-T2 receiver, and to a method thereof. The apparatus comprises: a correlator configured to calculate each auto-correlation by using each signal of PC and PA of a preamble, and each signal of PA and PB of the preamble; a first offset estimation unit configured to estimate each frequency offset by using a peak value of the each auto-correlation calculated in the correlator; and a second offset estimation unit configured to calculate a difference value of the each frequency offset estimated in the frequency estimation unit, and estimating a final frequency offset with an absolute value with respect to the calculated difference value.
