The present invention relates to a skin-whitening cosmetic composition including a hot water extract of Phragmites communis as an active ingredient, a manufacturing method thereof, and a quasi-drug for skin whitening including a high temperature and pressurized hot water extract of Phragmites communis as an active ingredient. The manufacturing method comprises the following steps: (a) extracting reeds (Phragmites communis) with hot water; (b) cooling the extract; and (c) acquiring the cooled extract as an extract in the form of powder. According to the present invention, the composition includes a reed root extract extracted by applying high temperature and pressure as an active ingredient, and the extract has an antioxidant effect, inhibits tyrosinase and alpha-glucosidase activities, and inhibits the activity of melanocytes, thereby being used for skin-whitening to prevent and mitigate pigmentation of the skin.
