A billet includes a solid steel body and an alloy cladding. The cladding may include a square tube in which the body is inserted with an interface at which the cladding becomes bonded to the body when the billet is heated and rolled or otherwise worked into a ferrous product. At least one element composed of a mass of finely divided scavenging aluminium, titanium or magnesium, is placed in the tube adjacent the body and separate from the interface. The elements are advantageously compressed into briquettes which scavenge oxygen from residual air at the interface to prevent oxidation of the cladding at the interface. The tube may be closed to prevent gases outside the billet from penetrating to the interface. Alternatively, reliance may be placed on the briquettes to scavenge oxygen from the residual air and also from atmospheric air and furnace gases before they can penetrate to the interface.

Accordingly, a light emitting device 11 having a structure that makes it possible to fabricate organic EL elements 14 having excellent light-emitting properties by partition walls 12 having a simple structure.

An electroluminescent element which can easily control the balance of color in white emission (white balance) is provided according to the present invention. The electroluminescent element comprises a first light-emitting layer containing one kind or two or more kinds of light-emitting materials, and a second light-emitting layer containing two kinds of light-emitting materials (a host material and a phosphorescent material) in which the phosphorescent material is doped at a concentration of from 10 to 40 wt %, preferably, from 12.5 to 20 wt %. Consequently, blue emission can be obtained from the first light-emitting layer and green and red (or orange) emission can be obtained from the second light-emitting layer. An electroluminescent element having such device configuration can easily control white balance since emission peak intensity changes at the same rate in case of increasing a current density.

An electroluminescent element which can easily control the balance of color in white emission (white balance) is provided according to the present invention. The electroluminescent element comprises a first light-emitting layer containing one kind or two or more kinds of light-emitting materials, and a second light-emitting layer containing two kinds of light-emitting materials (a host material and a phosphorescent material) in which the phosphorescent material is doped at a concentration of from 10 to 40 wt %, preferably, from 12.5 to 20 wt %. Consequently, blue emission can be obtained from the first light-emitting layer and green and red (or orange) emission can be obtained from the second light-emitting layer. An electroluminescent element having such device configuration can easily control white balance since emission peak intensity changes at the same rate in case of increasing a current density.

The cell includes an anode, a cathode in operable communication with the article, and an electrolyte bath. During electrolysis, the electrolyte bath comprises cobalt ions, phosphorous acid, and tribological particles selected from the group consisting of refractory materials, solid lubricants and mixtures thereof dispersed therein. The method further includes applying steady direct electric current through the anode, the electrolyte bath and the cathode to coat the article with cobalt, phosphorous and the tribological particles. An improved composition of matter is also provided that may be used as a coating, or the composition may be electroformed on a mandrel to form an article made from the composition of matter. 1. A coating for improving the fatigue performance of an article , said coating comprising:a) a cobalt material matrix;b) said cobalt material matrix consisting of a cobalt phosphorous alloy, wherein the phosphorous in the final coating is present in an amount between about 7 weight percent and about 12 weight percent.2. The coating of claim 1 , wherein the cobalt material matrix is substantially free of tribological particles claim 1 , and wherein the phosphorous in the final coating is present in an amount between about 10 weight percent and about 12 weight percent.3.
